Responsible Person Services for Turkey

According to the cosmetics legislation, companies that are active in the sale of cosmetic products cannot operate without employing a personnel with the qualifications required for this position under the title of Responsible Technical Personnel. Administrative fines are imposed by the Ministry of Health on businesses that do not employ this personnel.
The Responsible Technical Person is the person responsible for checking the compliance of the product to be placed on the market with cosmetic legislation, good manufacturing practices (GMP) and other relevant legislation. This person can only be a chemist, biochemist, chemical engineer, biomedical engineer, biologist, microbiologist and pharmacist. Other professional groups cannot be accepted for this position.

The main duty of the Responsible Technical Staff can be summarized as ensuring the compliance of all processes from the planning of a product to its launch on the market within the scope of the country’s legislation and notifying both the manufacturer and the Ministry of Health of all updates after the product is launched on the market.

The main issues covering these processes are as follows.
Formulation evaluation,
Label evaluation,
Notification of cosmetic products on the UTS system,
Carrying out requests regarding the Ministry of Health and making all necessary correspondence,
Determining the necessary tests that need to be done for the related cosmetic products,
The preparation of the Product Information File,
Communicating with all suppliers to prepare and complete the Product Information File,
Carrying out the Free Sale Certificate applications,
Managing the process with the auditor in possible Ministry’s audits.
In addition to his/her basic duties and responsibilities, the Responsible Technical Personnel should also be considered as the consultant of the company he/she works for regarding the country’s legislation.

The Responsible Technical Staff is responsible for ensuring the professional competence of the institution to which they are assigned. For this reason, it is important for the person carrying out the task to follow the scientific developments in this field and the updates in the national Cosmetics Legislation.
